If you start off with, "Can I ask you a question?":
If I'm in a hurry, I say, "No."
If I can, while walking away, or past, say "that is a question."
If they've caught me with plenty of time, I will say, "It is obvious that you CAN ask me a question, because you just did. I believe what you meant to ask me, is "MAY I ask you a question?". And, the answer to that, is "no. no, you may not.".
